Scrolling horizontal lines on cameras tend to occur when the camera or the video recorder is set to PAL (video standard). On a video recorder, go to the Main Menu > Setting > General menu and change Video Standard from PAL to NTSC and then restart the unit. On a network camera, click the Setup tab, go to the System menu and then the General sub menu to change the Video Standard.
